My website is currently running on WordPress 2.7.
The newer version 2.8 has just been released and I want to switch…and keep all of my settings, files, plugins, themes, ect.

You may want to check if your current themes and plugins are compatible with the latest version. You can check the following link http://plugincheck.bravenewcode.com/. Pick up the upgrade options from http://codex.wordpress.org/Upgrading_WordPress. You are ready to go.
